Membership Systems. What do we want of one and what will it do for us?

What: The CCCBR is looking to implement a software-based membership system and is looking for help to define its requirements. Such a system would help the Council keep track of affiliated societies, representatives and anyone who has a role in the Council, such as Workgroup members, etc.
Does you association use such a membership system. Have you had experience managing or using a membership system. What benefits have you seen from such systems, or have you come across any problems or drawbacks?
